1. Create an LFID role account (add credentials to LP)
2. Login to the target gerrit with the account
3. Add an ssh key to the account (add to LP)
4. Request streaming API access for the account via a ticketFile a ticket naming the service and project you'd like to connect
5. Once RelEng has created the backend bits you should 
   1. Add log shipping to Nexus
    to centralize storage and publishing for all committers to see
   1.  so all committers can see the logs from the service
6. Verify the service can talk to both Gerrit and Jenkins
